New NPM Package Creation Standard

Creating a new NPM package must be approved by leadership, as it represents a non-trivial increase in scope. NPM packages are generally products that users expect to meet certain standards and to be properly maintained for the foreseeable future.

Once it has been decided that a new package is required, the best approach is to look at one of the existing repositories that are released as NPM packages and mirror their configuration.
